The 1990s saw Tom and Faith Lees further developing their ‘city of refuge’ vision as they proposed that the beautiful environment at Holton Lee should be used as a charity to support disabled people and their carers.

Subsequent building work, as well as the creation of an organic garden, required dedicated fundraising and management input; it also laid the foundations for Shaftesbury to continue the work of previous generations by offering a safe place of acceptance and growth within a supportive community.
